We have set up (according with documentation on site) both portage and source mirrors and used a mirror own purposes without problems for several months

On this hardware: 
 
Dual Intel(R) Xeon(R) CPU           E5520  @ 2.27GHz 
24 G RAM 
1T SATA RAID 1 
 
Connection speed is 100Mbits from Ukraine and 10Mbits from other countries (planning increase it to 1G in future)
