I have new intall the System and the build is ok.

Could we reopen this bug? It just didn't work when I tried to build it a few minutes ago. Also, if it used to work but doesn't anymore we have a regression.
Have you tried reinstalling the involved docbook pkgs? If you search the bugzilla, it's known issue that docbook handling is broken, and is usually solved by simply re-emerging the affacted packages, in polkit's case: # emerge -1 "app-text/docbook-xml-dtd:4.1.2 app-text/docbook-xsl-stylesheets"
I reinstalled build-docbook-catalog and magically everything started working again.

The workaround to tickle docbook into shape isn't exactly very obvious. Should someone release a news item on it?
This bug has been hiding around for years, it's nothing a news item would solve since it happens quite rarely for one particular user and it would be too quickly forgotten. I had it only once in 10 years of Gentoo on a few dozen of machines.
Comment 4 I said that it is solved for me. After reinstall my Gentoo was the build ok. For me is the Bug closed.

FIXED is a status the package maintainer (the fix committer) pushes the fix into tree and something actually changes WORKSFORME is when nothing really changes, and matches your case perfectly Whereas this should really be a bug to sgml@gentoo.org, but is likely already a duplicate either of bug 447064 or one of the others at http://tinyurl.com/cbm47n8 As the problem is not really with polkit itself, but with docbook and it's catalogs, polkit being just one of the consumer
