sys-kernel doesn't seem right for this.

I'd suggest moving this package to sys-apps (where the intel microcode is located too).

I'd rather create sys-firmware then, because this is in the same category as linux-firmware itself. The rest is in x11-drivers or net-wireless, or all over around the place...

I was hit with this in theory when i was looking for firmware of one of devices i own.

I have to agree with diego, this deserves new category completely.
