As per summary.  Maybe a missing dependency? The error message points at logfiles in a certain directory.  I'm also attaching those.

whats the output of the command: 
grep loadhyph-zh-latn /etc/texmf/language.d*.d/*
on your system ?
should be empty but i suspect it will not. then, please tell me what package installed the file containing the string 'loadhyph-zh-latn', its probably a matter of adding a blocker.

texlive-basic has the following dep:
!<dev-texlive/texlive-langcjk-2011

so portage should have unmerged it before going on with packages depending on texlive-basic (like texlive-latex).

ccing portage team, maybe they could explain whats wrong with this dep and how to force unmerging/upgrading texlive-langcjk

Also note that texlive-langcjk-2011 depends on texlive-latex-2011, so there is only one working path: unmerge texlive-langcjk-2010, merge texlive-latex-2011, merge texlive-langcjk-2011.

In fact, this seems to be disfunctional.  I just noticed that I had texlive-basic-2011 and texlive-langcjk-2010 installed at the same time when running into the bug.

You should change that soft !<dev-texlive/texlive-langcjk-2011 blocker to a hard !!<dev-texlive/texlive-langcjk-2011 blocker if you need to guarantee that it's uninstalled beforehand.  Soft blockers allow packages to be installed at the same time, which makes upgrades easier for cases like bug 234907.

i had thought about it, but texlive-basic doesnt require tl-langcjk to be uninstalled beforehand (and i actually wanted it to be unmerged after);
as i understand the two types of blocks: ! blockers need to be 'satisfied' for the package to _work_ and !! blockers for the package to build/install; thus, for me, it made sense to let it be soft blockers since packages requiring tl-basic to _work_ have it in DEPEND (like texlive-latex);
maybe i misunderstood soft vs hard blockers, or maybe i did but the heuristics for the resolution are such that border cases like this may fail, so if you think the only viable solution is to make it a hard block, please tell me and i'll change it.

I think most people would prefer to unmerge the package in advance, rather than be exposed to the possibility of a build failure that could have been avoided. So, I'd use a hard blocker.

On my system both dev-texlive/texlive-langcjk-2010 and dev-texlive/texlive-basic-2011-r1 are installed, probably in the time before the blocked was changed from weak to strong. 

Now emerge -1 dev-texlive/texlive-basic correctly errors out because of the block, but emerge -uDN world happily tries to emerge some texlive packages, which then fail:

That's probably a case of bug 256870, considering that there was a blocker ever since texlive-basic-2011-r1.ebuild was first added to the tree:

Maybe that's how it got into this state, but it shouldn't ignore the block now. app-text/texlive-2011 is in the merge list which depends on dev-texlive/texlive-basic, which has this block in RDEPEND.

It would probably be worth it if lots of users are affected.

make a -r1 if you wish, but please dont forget to stabilise it, i dont want to have 2 versions. i'll be away in the next 2 weeks, so dont expect a quick response/action from my side :)

-r1 straight to stable :) .
