The ability to set MAKEOPTS for the build process of catalyst would be handy in multiprocessor machines.
It could be implemented as an option in /etc/catalyst.conf.

Is that true? I'm using 1.0.9 and I can't find any line about MAKEOPTS in Catalyst source code.
Maybe the .conf file is parsed at begining of .sh scripts (those who run emerge)?
I can't find that.
