I think this may be fine for upstream (the tests pass for me when internet connection is up), and those tests should be just disabled in portage.
I can reproduce this with rest-0.7.90 and FEATURES=network-sandbox.

Only with FEATURES=network-sandbox. tbh, it's a hard sell for me to disable tests just because they don't pass with network-sandbox. It's a networking library and its tests obviously require a network...
SLOT=0.7 is now gone.
