I added a line in /etc/security/limits.conf

to give a specific user a hard nofiles of 4096
and I logged out and back in and that user still had
ulimit -n report 1024

I rebooted as well and that didn't make it get enacted.
I tried with konsole and my regular console.

I'm using kernel 2.6.1-gentoo-dev-r1

I am facing the same issue.

Using kernel 2.6.5-r1. Works for root user
but for other users the settings for nofile
are being gardwirde to max of 1024.

Make sure you are typing ulimit -Hn to ge the hard limit.  Otherwise the soft limit is shown.

Everything seems to be working ok.
