Is it OK to stabilize =dev-util/qdevelop-0.28 ?

If so, please CC arches and add STABLEREQ keyword.

Stabilization of this package has been repoman-checked on the following arches: x86, amd64

@johu, can you fix multilib-strict failure before?

Files matching a file type that is not allowed:
   usr/lib/qdevelop/plugins/libtools-regexp-planner.so
   usr/lib/qdevelop/plugins/libformatting-astyle.so
