Kopete no longer support IRC (see http://bugs.kde.org/show_bug.cgi?id=167884) since KDE 4.0. These are probably remains of 3.5's ebuilds.
Irc protocol can only be provided by ebuild if upstream provides this.
Please remove the use flag then.
