this seems related to nepomuk ?
here's 'emerge -v' output, there doesn't seem to be any special use flags:
[ebuild  N    ] kde-base/kdepim-runtime-4.7.4-r1  USE="(-aqua) -debug (-kdeenablefinal)" 

(i had to emerge several times because at first kdepim-icons would fail because virtuoso was missing. Virtuoso was later installed by some other package dependency and kdepim-icons finally emerged fine).

the important output is (full log attached)

This looks like you have built kdelibs without semantic-desktop support, but need it.

(The separate nepomuk package is the client program, the libraries are in kdelibs.)

I can't really help you though because I have no idea what ebuild you are using...
