When I try to emerge Glibc, and a few other files, it downloads a bit, then hangs, unable to download the file. The same behaviour is shown when using FTP direct, download managers and browwsers.

The file downloads a little, then hangs. This is preventing the complete update of all my systems!

Reproducible: Always
Steps to Reproduce:
1. Attempt to download glibc from any server using any program.

Exactly the same, cant get the file, begins download, then flakes.

Basically, this works for us, so the problem seems to be localized to your box.  I was able to download the file you referenced fine from two separate mirrors, including the polymtl.ca mirror:
