It looks like a "user bug". Look at my steps:
1. Make fake 'server'

multik root # which server
/usr/bin/server
multik root # mv /usr/bin/server /root/server.save
multik root # cat > /usr/bin/server
#!/bin/bash
echo "----------------------" >> /1
/bin/ps ax|/bin/grep `echo $PPID`>> /1
echo $0 $1 $2 $3 $4 $5 >> /1
multik root # chmod +x /usr/bin/server

2. make any action like reboot or emerge something
3. look at /1. In my case
 multik root # cat /1
----------------------
 8157 tty1 S+ 0:00 bash /var/lib/init.d/depcache
/usr/bin/server ntp.saard.net
4. WOW. I type this somethere! I remember! ;-))
5. make global search in /etc
in my case i found string "server ntp.saard.net" in /etc/conf.d/ntp-client
6. remove bad strings from config files.
7. rm -f /usr/bin/server
8. mv /root/server.save /usr/bin/server
9. reboot or emerge something
10. Smile and HAVE A NICE DAY!

Please check it ;-)

ah, invalid config file + comedy of errors :)
