It seems that using the "C" locale is leading to increased issues with the tree as can be seen on bug 394223.
Should we set the default locale to utf8 to prevent such issues? If so, should we do it through the sys-apps/baselayout package?

there is no "C.UTF8" locale for us to default to.  said bug also wouldn't be fixed by picking a default, just mitigated.  we'd still have to wait for portage and friends to stabilize before we could push the cacert updates.

so until POSIX specifies a C.UTF8, i don't think setting a default of say en_US.UTF8 would be terribly friendly ...
