This provides libgsm.a and some utilites to deal with the GSM audio codec
I suggest that it go in media-libs/gsm

Justin, thanks for your submission.

I've added the package to the portage tree under media-sound, but I rewrote the
ebuild you submitted.  Here are some comments:

1. It's important for a Gentoo package to honour user's settings for CFLAGS.
2. I prefer to rely on the packaged installation mechnaism, whenever possible. 
In this case it could be achieved by playing around with the Makefile variables.
