I was trying to emerge nzbget and it complained of not finding libpar2/libpar2.h

Reproducible: Always

Steps to Reproduce:
1.emerge libpar2
2.emerge nzbget
3.no libpar2.h header and it fails
Actual Results:  
nzbget fails because of libpar2

Expected Results:  
nzbget emerges

It works with libpar2-0.2-r1 and not libpar2-0.2-r2

Actually, it only installs config.h, whereas -r1 installs a plethora of header files.

Fixed in libpar2-0.2-r3.
