This is a followup of bug #389927. I had some fresh problems with my ISP today and unfortunately the IP of rsync1.jp.gentoo.org had to be reassigned from a different pool. This time it changed from 219.121.1.148 to 110.4.188.128.

Everything is finalized now so this should be stable for at least the coming couple of years.

According to #389927, what needs to be changed is: "rsync1.jp, rsync.jp, rsync.asia, & masterportage ACL. No other changes required."
