Could it be a proxy problem? The affected systems are behind a proxy. How can I configure jade to use a proxy?

If I set the debug USE flag, emerge fails with a similar error:

That line of output suggests docbook-xml-dtd:4.2 as the solution.

I know nothing about sgml and xml doc book.

But I found some inconsistency in the ebuild. There is a line in the ebuild which add a string "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd" to the manual.sgml file. But as I connect to that file and check in it, it saids the identifier should be "-//OASIS//DTD DocBook XML V4.2//EN" but not the one I found in manual.sgml which is "-//OASIS//DTD DocBook V4.2//EN":

I change the string from "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd" to "http://www.oasis-open.org/docbook/sgml/4.2/docbook.dtd" and now libusb can be installed. I have no idea about what happened, but I think that might have fixed this bug.

I can confirm this work-around builds the package properly.

Replacing "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd" with  "http://www.oasis-open.org/docbook/sgml/4.2/docbook.dtd" did not help for me.

Nm, Juergen, notice it's docbook.dtd not docbookx.dtd (made the same mistake myself). After fixing that it builds for me. Can someone with commit please either fix this or ~mask the package? This is really annoying to update on all the different gentoo machines I nightly update.

In reply to Juergen, actually I think it's ok to use local docbook.dtd, which is just what they have used in libusb-0.1.12-r5.ebuild

So if your network is not so good maybe you can use the string '/usr/share/sgml/docbook/sgml-dtd-4.2/docbook.dtd'.

I had the same problem.

Reemerging docbook-sgml-dtd (all installed versions), docbook-xml-dtd (all installed versions), openjade, docbook-xml-simple-dtd, docbook-dsssl-stylesheets, docbook-sgml-utils, build-docbook-catalog and sgml-common did not help.

What worked, was reverting this change from the libusb-0.1.12-r7 ebuild:
http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/dev-libs/libusb/libusb-0.1.12-r7.ebuild?r1=1.4&r2=1.5&diff_format=u

I was now able to install dev-libs/libusb-0.1.12-r7 with USE="cxx doc -debug -static-libs".

As a workaround which also circumvents the network problem I suggest to replace the http://... link to the dtd by a link to the dtd installed locally:
/usr/share/sgml/docbook/sgml-dtd-4.2/docbook.dtd
This file is installed since the package depends on app-text/docbook-sgml-dtd-4.2.

this patch applies the changes proposed in comment #18 to the libusb-0.1.12-r7.ebuild.

At my site (amd64, with USE="cxx doc -debug -static-libs"), this patched ebuild compiles and merges fine.

Will someone please put one of these fixes in? I don't really care which, they all seem to work, it just needs to get into portage.

I've fixed up the ebuilds entirely, they should use the local SGML catalog now.

I tested your (comment #21) fixed ebuild on two of my affected systems and I can confirm that the issue is fixed on both of them.
