net-misc/dhcp-3.0_p2-r3 , when configured for chrooting as the ebuild instructs, mentions that to enable logging I should point sysklogd to listen to /chroot/dhcp/dev/log , however there is no such entry. There are no files at all in /chroot/dhcp/dev/log .

Perhaps the instructions are incomplete, or the ebuild or chroot config did not complete the setup?

Once you tell sysklogd to start listening on that socket (by adding '-a /chroot/dhcp/dev/log' to the SYSLOG= line of /etc/conf.d/sysklogd and restarting sysklogd), the file gets created for you.
