The IP address for the Japanese gentoo mirror (rsync1.jp.gentoo.org, a.k.a. gentoo.gg3.net, or ftp.gg3.net) mirror had to change with no notice (really sorry about that, this was supposed to be the 2-week change notice, but some miscommunication enforced the change today).

Please apply the DNS changes, and the necessary ACL changes on the distfiles mirror as necessary.

Fixed: rsync1.jp, rsync.jp, rsync.asia, & masterportage ACL. No other changes required, thanks.
