Hi,

the following list of files should neither be in that location nor should it get installed at all with cgi USE flag being unset:

# qlist -C dcc | grep ^/no
/no/footer
/no/list-msg
/no/chgpasswd
/no/footer-dist
/no/list-log
/no/header-dist
/no/webuser-notify
/no/common
/no/edit-whiteclnt
/no/header
/no/README
/no/http2https
/no/common.pm

This seems to happen because of a typo in the makefile. The attached patch fixed the problem for me.
