for amd64, need to add dep

=dev-python/rope-0.9.3 ~amd64

Same goes for x86

sci-libs/arpack-96-r2 can't be build on x86 (build is broken), because the scipy use flags needs it indirectly(?) I've put this up as a blocker.

I guess it's not gonna happen because rope tests are not going to be fixed.
