i noticed my kernel fails to build without smp support i am running gcc 3.1 
others have noticed this also and someone pointed me to a resolution in an old 
kernel that worked for them. it can be found here

you didn't mention what kernel version, test in latest kernel
gentoo-sources-2.4.19-r9 if still a bug, re-open this.
