The right thing to do is not to add blockers, but to modify the lapack-docs ebuild not to install a few files which collide with blas-docs. Many users will wnt both blas-docs and lapack-docs installed.
Fixed in science overlay by removing overlapped files from lapack-docs, please update to 3.3-r1. P.S. I'm not a maintainer of lapack-docs, but change is very trivial, so I took up all my bravery and fixed it :)
