Currently in the tree contains the proxy-maintainers ebuild, a bug on this ebuild are assigned to users who are not developers. [1]
These users do not have the right to CONFIRM the bug.

Please talk to the developer you're working with about getting editbugs privileges. These allow you to fully manage the bugs pertaining to your package(s).
The level of interest (=just you) in this does not warrant creating and maintaining another group of privileges handed out.
