Heartbeat is very important package for clustered enviroment. It's not to have one, two? days for migrate from heartbeat-2.0.* to heartbeat-3.*. They are completly diffrent!
Now, if we touch perl or libglib or other we've got huge problem. Again, please don't be hurry with removing old packages. Heartbeat is stable only from a few days...

Sorry that ain't gonna happen. Those ebuild were broken and heartbeat-2.x didn't even compile. Not to mention having numerous bugs that I've close as WONTFIX due to that removal.
If you don't wish to upgrade mask >=sys-cluster/heartbeat-3.0.0 locally it won't come up during emerge -uDN world this way.
You can always salvage old ebuilds from gentoo sources and put it in your local overlay [1]
