These dependencies are missing from app-emulation/virt-manager-0.9.0-r1:

app-emulation/libvirt[python]
net-misc/spice-gtk

Missing "app-emulation/libvirt[python]" now that python has been removed from the system profile. net-misc/spice-gtk is needed if you want to use Spice. The Fedora Project resolved this issue by making spice-gtk a hard dependency:

I imagine that we could have a USE flag for this, but it doesn't make much sense to do that because virt-manager is meant to control remote machines and whether or not they have spice support is not something we can control at the local machine.

net-misc/spice-gtk needs to be net-misc/spice-gtk[python]

Furthermore, turning this on triggers bug #377051. We can fix this independently of that, but I will post in that bug explaining that the python USE flag triggers it.
