Configure fails detecting graphite:

checking for GRAPHITE... no
configure: error: graphite requested but not found

However, graphite2 was pulled in by dependency?
[IP-] [  ] media-gfx/graphite2-1.0.3:0

I don't know if this is just the build doing something other than what the configure process in harfbuzz expects?

Reproducible: Always

Steps to Reproduce:
1. Add "media-libs/harfbuzz **" to /usr/portage/package.keywords
2. Unmask relevant dependencies
3. Add "media-libs/harfbuzz graphite" to /usr/portage/package.use
4. Run emerge and watch it fail

I don't know that software, but may it be related to using USE="graphite" for "sys-devel/gcc"?

No it has nothing to do with the graphite useflag in gcc
