app-editors/emacs-21.3-r2 and sys-apps/texinfo-4.6 both provide their own version of the file /usr/share/info/info.info.gz. 

# qpkg -f -v /usr/share/info/info.info.gz
app-editors/emacs-21.3-r2 *
sys-apps/texinfo-4.6 *

But a file should only be provided by one ebuild.

It appears that this file is being developed in Emacs, and so the Emacs version is newer.  There isn't an easy way to deal with this, except removing the Emacs file, which doesn't appear to be a very good solution, since the Emacs file is newer, but in any case it doesn't seem to be a problem.
