The top menu (file, view, etc) is not showing up, and the personal toolbar menu is not showing up. Turns out it was something in my profile directory that was causing the problem. I have copied my preferences, bookmarks, addressbook, password file, userContent.css, and mail, and none of those are causing the problem. So it is fixed for me.
