Do you really need the ppd? Newer versions of hplip should be able to set up the printer without a ppd and dynamically create one when you configure the printer. However there are some printers which require a static ppd file in this case you should build hplip with the static-ppd USE flag. This is all documented in the printing guide [1]. I could not configure my printer using hp-setup without that file.
When I install hplip with the static-ppds USE flag the file is there! Like I mentioned above such cases are documented in the link I gave.
