I tried install gentoo 1.4 from already running debian by use stage 2.
I succefuly chroot and change environment, but I can't pass "emerge sync".
I result in:

rsync: getaddrinfo: rsync.gentoo.org 873: Temporary failure in name resolution
rsync error: error in socket IO (code 10) at clientserver.c(83)

"emerge-webrsync" answer: 
Fetching most recent snapshot

but /usr/portage is still empty

I have tried rsync from debian: 
"rsync rsync://rsync.gentoo.org/gentoo-portage"
I obtain list from server contrary to same command in gentoo environment.

Did you copy /etc/resolv.conf into your changeroot ?
