I disagree, ok the version is tagged on master what is a bit unusual for developing model, but it is released as normal tarball. For me it is regular release. Please have a look to the version overview page:

Most GNOME related projects have a stable cycle, and a development cycle. Most commonly the development releases have an odd minor version number (the second number in the version), and an even minor version number for stable releases. And they have tarballs for each of those to be used in development GNOME releases or otherwise. It is a good thing to have tarballs of development cycles as well as some sort of snapshots.

This is also the case with telepathy-glib. They are released in tandem actually - a bug fix 0.14.x release on the same day as a new 0.15.x development release.
See http://lists.freedesktop.org/archives/telepathy/2011-June/005629.html for example, that states 0.15.x is a development cycle.

We won't be adding 0.15.x to the main tree unless something needs this. What needs telepathy-qt4-0.7.3 (as opposed to 0.6.x that I assume exists and is a stable release, while 0.7.3 sounds also like a development release snapshot)?

Ok if this will breaking stuff, im fine with it to close this bug. telepathy-qt4-.7.3 will be needed for Telepathy KDE client 0.2 (will be released in few days).

Note that >=telepathy-glib-0.15.5 is required for gnome-shell-3.2; as a result, telepathy-glib-0.15.x has been available in the gnome overlay for a while.
