SWIG dependency should be >=1.3.20 not <1.3.18.

(Updated) kahakai-0.6.1.ebuild

* This version of kahakai has "preliminary ruby support", this ebuild handles
that, but ruby support won't compile. Looks like a few simple changes would fix
it. USE="-ruby" until a patch shows up.
* A dependency on dev-libs/boost was added.
* Swig 1.3.20 is in portage now, this ebuild recognizes swig <1.3.18 and
>=1.3.20 as valid.
