patch against 1.7.1

API docs are installed regardless 'doc' USE flag state.

Also $(cmake-utils_use_enable doc DOC) is fubar as buildsystem doesn't handle ENABLE_DOC variable.

Size of package is 27M, size of /usr/share/doc/vigra-1.7.1 is 24M
