Package emerges amd compiles ok, producesa short list of QA notices.

Reproducible: Always

Steps to Reproduce:
1. emerge the package;  # ebuild freeradius-2.1.11.ebuild install
2. observe QA notices
3.
Actual Results:  
* QA Notice: Package has poor programming practices which may compile
 *            fine but exhibit random runtime failures.
