After emerge begins the initial configurations files run and seem to go fine. It then runs qmake a couple times and then after the line "Configuration of dev-python/QtPy4-4.8.5 with CPython 3.2" it reports an error of:

File "configure.py", line 32, in <module>
    import sipconfig 
ImportError: No Module Name sipconfig;
ERROR: dev-python/PyQt4-4.8.5 failed (configuration phase)
   Configuration failed with CPython 3.2 in Configuration() Function

Steps to Reproduce:
1.emerge av dev-python/PyQt4

Actual Results:  
the emerge ends in the configuration phase of the compilation.

Expected Results:  
To compile PyQt4

Have you updated python and forgot to run python-updater?

I did update python and did not run python-updater. So I tried to do that and it started to emerge PyQt4 (along with some other packages) but then failed on the compilation of PyQt4 again. It failed in roughly the same spot. I'll attach the new build log for this new failure.

It is not roughly the same spot, it's a completely other problem. Sip works! And it even can generate code! But for some reason it fails at QtSvg.

Have you x11-libs/qt-svg installed? Have you enough space in /var/tmp/portage? How are your PyQt4-USE-Flags?

Sorry, I posted that last comment in a bit of a rush this morning, I saw that it died in the configuration phase and just assumed it was the same error altogether. 

So I just realized I may have done something kind of dumb, which was change my USE flags between the first and second build. In order to attempt to solve this issue I did two test builds after recompiling qt-svg (which I am not sure would do anything anyway in this case). One log is an emerge trying to recompile PyQt4 with the original USE flags that were declared when PyQt4 compiled correctly. The second log will be an emerge of PyQt4 with the new USE flags declared in package.use 

Original USE flags: x dbus kde opengl

USE flags now in package.use: multimedia phonon sql svg webkit xmlpatterns

Both of these emerges fail due to 'not enough space on device" errors but /var (and / for that matter) have 70gb+ free space right now. I can't see how that wouldn't be enough space.

Could it be you mounted /var/tmp/portage in a tmpfs?
What does
# df -h /var/tmp/portage
say?

Ok so I don't know what changed but I just decided to try to compile PyQt4 with all the extra use flags again, mainly because I was wasting a lot of cpu cycles just idling. 

To my great surprise it compiled just fine! 

I did absolutely nothing that would have changed the space available on the hard drive, I didn't even reboot the computer.

So I don't know what else to say other than case closed.
