pkg_config() in grub-1.99-r2 attempts to convert existing /boot/grub/menu.lst to /boot/grub2/grub2.cfg, but if /boot/grub2 doesn't exist then the conversion will fail.

Creating the directory manually and then running emerge --config will allow the conversion to succeed.
