ebuild patch for USE=static-libs support

media-libs/libcddb currently unconditionally installs one *.a and one *.la file:

[...]
/usr/lib64/libcddb.a
/usr/lib64/libcddb.so.2.2.3
/usr/lib64/pkgconfig/libcddb.pc
/usr/lib64/libcddb.la
/usr/lib64/libcddb.so
/usr/lib64/libcddb.so.2
[...]

Please provide support for making this optional.

I've attached a patch that hopefully does all of this correctly. :-)

Fixed in portage for 1.3.2
