It seems that gnome-settings-daemon doesn't honor the dconf values. I suspect this may be fixed in gnome-settings-daemon-3.2.0-r1, please check. (Note: you will need to log out and log back in after updating gnome-settings-daemon)

Fixed in the overlay by gnome-settings-daemon-3.2.0-r2 and gnome-desktop-3.2.0-r1 Thanks for reporting!
