My system does not have perl installed... apparently it is not in the system set and nothing else requires it.  I tried upgrading dhcp from 3.1.3_p1 to 4.2.2-r1 today and get the following:

    configure: error: Internal symbol table requires perl but no perl is found.
    Install perl or explicitely disable the feature by --disable-symtable.
