It seems that kde-base/pykde4 package is broken. Are you sure to have sip lib for python 3.2 ? Try python-updater.
Actually, the question is "are you sure you've read *and* followed postinst note in sip ebuild ?".
Try rebuilding sip and reopen this bug if you still have problems
