when qt libs are not installed, ati drivers ebuild do not install ati panel (fireglcontrol)

a pre-compiled static version is in the rpm and would be nice being the ebuild to take care of copying it when USE="-qt" is set

can be copied manually, but let portage take care of it ;)

Since is an optional tool I prefer to leave it out if you don't have already qt in USE flags. Installing precompiled stuff isn't my favourite action.
If you can find enough people I could think about changing that behaviour even if I disregard with it
