The 'Portage Development' category suggests that all app-portage/* bugreports shall go there, and 'Third-party tools' category seems to be the one correct for non-gentoolkit packages. A number of users is actually doing that. The problem is that all bugs filed there are assigned to tools-portage@ by default, while bug-wranglers@ seem more correct there. In fact, I think it'd be better if all ebuild-related bugs go into single product rather than being split between 'Gentoo Linux' and 'Portage Development'. If necessary, wranglers or project leads could reassign bug to more fine-grained components.
+CCing dev ppl. I'm in agreement in terms of bugs in ebuilds vs bugs in software. So a bug in the portage ebuild goes in Gentoo Linux (general) but a bug in *portage* goes in the portage component. What say you, CC'd folks? -A

I imagine it could make more difference for tools-portage, which manages more packages.
It doesn't really matter to me in that bugs that don't belong to tools-portage or dev-portage tend to get reassigned properly fairly quickly. However, I'm fine with the proposed changes.
The status quo shall remain then, unless folks have a compelling reason otherwise.
