An older version of the Gentoo Installation Guide for x86 explains that if we have and IDE CD burner, we should enable SCSI emulation in the kernel. This instruction seems to have disappeared in the latest documentation. Is it no longer needed?

nope, if you have the latest version of burning utilities you can burn with native ide ATAPI interface
