I can confirmed this bug. A solution for me was: emerge sci-libs/clapack sci-libs/lapack-atlas eselect blas set atlas eselect cblas set atlas eselect lapack set atlas emerge sci-libs/scipy
Upgrading numpy and emerging scipy-0.10 could be a solution. See bug 404435.
