x11-base/xorg-drivers-9999 in x11 overlay has non-empty KEYWORDS. AFAIK, live ebuilds should not be keyworded.

In the handbook (http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=3&chap=1), the section on live ebuilds reads:

> "Live" cvs.eclass ebuilds are generally only intended for the convenience of 
> developers and should always be masked with a ~[arch] keyword.

Also, repoman has a some warnings about live ebuilds (http://dev.gentoo.org/~zmedico/portage/doc/man/repoman.1.html#lbAG)

> LIVEVCS.stable
> Ebuild is a live ebuild (cvs, git, darcs, svn, etc) checkout with stable 
> keywords.
> LIVEVCS.unmasked
> Ebuild is a live ebuild (cvs, git, darcs, svn, etc) checkout but has keywords 
> and is not masked in the global package.mask.

There was also a big discussion back in November 2010 that ultimately didn't change anything:
