dev-python/soappy-0.12.0 shipped the python package "wstools", which was installed in /usr/lib64/python2.7/site-packages/ZSI/wstools/ or similar. In dev-python/soappy-0.12.5 it is gone. The SOAPpy module cannot be used without it: a simple import fails.

Steps to Reproduce:
1. emerge -av1 =dev-python/soappy-0.12.5
2. python -c "import SOAPpy"

SOAPpy requires wstools.
From CHANGES.txt (about version 0.12.1):
- Depend directly on wstools not to bundle a duplicated version.

I open another bug to request a new package wstools: bug#381319.
Putting it as dev-python/wstools-0.3 and adding it to RDEPEND of 0.12.5.ebuild makes it work.

I've added wstools and a dependency to soappy. Filed bug 381749 for getting soappy (and wstools) re-keyworded, since wstools doesn't have any most keywords yet.
