net-libs/libecap is at version 0.0.2 which is old and no longer linked from the ecap website. I have tested v0.0.3 by; renaming the 0.0.2 build, removing the src_prepare() section, and updating the manifest. This emerged/upgraded successfully on amd64. I then rebuilt squid with ecap support successfully. I also built squid-ecap-gzip (not in portage) successfully, and tested the two together successfully.

Versions 0.1.0 and 0.2.0 have been released, however, 0.0.3 it still referred to in the squid-ecap-gzip installation instructions.

0.2.0 has API changes but no SONAME bump, and squid's build system doesn't catch that until it comes across some actual errors, so I am going to put both 0.0.3 and 0.2.0 in the tree and mask the latter.
