On my system, I have a mismatch between emerge --update and eix --upgrade for packages with my specific keywords settings:

My system is globally set with ACCEPT_KEYWORDS="~amd64" (from /etc/make.conf) but some packages have ~amd64 unset (prefixed with '-') because I don't want unstable versions of them:

$ cat /etc/portage/package.keywords
sys-devel/gcc -~amd64
sys-kernel/gentoo-sources -~amd64

Perhaps, it is not the right way to do that but eix had had the same result as emerge (which was what I want) until it break some times ago (weeks or months, I don't remember...). I thought it was a temporary problem.

Below outputs with gcc and gentoo-sources for example:
*GCC:
eix -c -e --upgrade gcc

Thanks for the report. When fixing other issues with the
stabilisation algorithm (which is rather complex in view of -T),
I obviously forgot that -... should also apply to ACCEPT_KEYWORDS.
In current eix svn trunk (>=eix-0.22.11), I treat this special case now
manually, hoping that this finally fixes most isssues in that #+$% algorithm.
