IIRC this is a libicuuc-upgraded-but-packages-depending-on-it-didn't-rebuild issue.  Please run:

revdep-rebuild --library /usr/lib/libicuuc.so.46 

...and try your emerge again.

revdep-rebuild did not seem to help:

See 'lddtree /usr/bin/msgfmt'.
Chances are a different argument to revdep-rebuild is required.

Perhaps plain 'revdep-rebuild' will work.

revdep-rebuild with no arguments should fixed that. It should rebuild gettext (which owns /usr/bin/msgfmt).

the plain "revdep-rebuild" worked (had to iron-out some dependency issues
therein) and thereafter I was able to successfully emerge app-text/iso-codes.
